I don't believe this. Got any proof at all? The Army is not bearing the cost of having to make a profit, right from the git go. The Army doesn't have to pay their employees exorbitant salaries just to work in a war zone. The Army doesn't need their employees to produce excess value to pay excessive executive salaries and shareholders. Your contention doesn't bear the simple smell test.
