I disagree with you. The Mayors, then the Governors should be responsible for state problems. The governors have the right to call out the Nat'l guard for goodness sake. Why rely on the Feds? I'd say three or 4 days for the fed machine to get cranked up and moving was expected.

For the mayor of NO to stand there when a hurricane is coming and have no plan to move people and no infrastructure to do it is unforgiveable. It's his backyard he's responsible for it. In Washington, NO is a study in a manila folder somewhere in someone's file cabinet that gets looked at once every five years or whatever. In NO, NO is on his desk everyday, every nuance, weakness, highlight, etc is in his face everyday. If the levees were not up to snuff, he should have been doing somethign about it. If he did not know the cities weaknesses, he should have studied them.

You people give him way, way too easy of a pass on his responsibility. Seems to me like MS, TX and FL seem to get along just fine without whining that the gov't left them hanging.
