NO didn't have anything to respond WITH Jeff. They were wiped out. The National Guard in NO was 12 feet under water and struggling just to save themselves. That's when the President and the Federal Emergency Management Agency are supposed to swing into action, and save the day. Nagin deserves a lot of blame for poor planning. The Governeor deserves a lot of blame. The President deserves a LOT of blame. He appointed incompetent political cronies to run FEMA. A disaster like Katrina is a NATIONAL scale disaster, and deserves a competent NATIONAL scale response, including from the President. The Federal government continues to fail NO to this day.
