It's hard for me to tell. I am very plugged in on technology, and do a lot of planning for IT for our company which is about 100 people. I think about this sort of thing, and I've actually had our network admin replace my machine with a new one every time we buy new ones because they don't rattle as bad when they're new because the fans don't have dust on them and are in better balance. :)

Our users notice that the new machines get loud when something locks up, but they don't relate it to anything except the new machines. The question is, am I more or less plugged in than the average IT decision maker. At some level both. I don't spend as much time with technology products but I pay a lot of attention to them. My guess is that the following will occur:

Some people will just view Intel product as junk based on netburst and will be slow to change their minds, even if conroe is really good. The key here then is for AMD to have partners offering good A64 platforms across the product range.

Some people will want the bleeding edge and will recongnize that Conroe is good for their home game machine and really won't care what they buy for the desktop. These guys may deploy netburst because it's cheap and they don't really care if their users have obnoxious machines.

Some people will be like me and will eliminate netburst from decisions but consider Conroe and A64. The key here then is for AMD to have partners offering good A64 platforms for bulk business desktops, because, sans rabbit from hat, Conroe will win the higher end decisions.
