We didn't use to be able to measure the strength of hurricanes out at sea. Coastal winds only, and the winds destroyed the measuring devices.

Hurricane tracking aircraft started in 1975.

The use of sacrificial buoys and dropsondes started in 1998.

Now we have much better data.

So, in comparing the past data and present data, we're comparing apples and oranges.

Nobody would have known Katrina was Cat 5 before the new data collecting techniques, is the point.
