It's related to Gore's worst scientific error, which is cherry-picking data and extrapolating to infinity.

He ignores the cyclical nature of hurricane seasons, the alternation of patterns of weaker seasons with patterns of stronger seasons.

He ignores the cyclical nature of warming and cooling patterns.

He doesn't think the oscillations make for interesting show and tell, I guess, but it really is interesting.

I think the point the writer was trying to make was that Katrina did not keep getting stronger over the Gulf but was weakening before landfall. The reported windspeed had decreased from 165 mph to 150 mph while still offshore.
