Let's agree that it's both pragmatic as a forced move. Intel lowered prices of Netburst DC's way more than was expected. That forced AMD to react. There reaction is pragmatic: Sacrifice biggest and only slightly higher performing chips for a better DC/SC mix.

You might feel better by substituting 'forced' for 'desperate' in the above paragraph - I don't mind. It might well be reasonably true.
