I disagree that it will have no effect on the level of violence. I think the level of violence increases dramatically when the individual people of Iraq perceive that we are trying to force our will on to them. That's not difficult to understand, it's human nature.

As for the second question, I think Rumsfeld is lying 1) because he has lied before, 2) because what he says goes against common sense and a sense of what the US has done in other instances. Do we still have bases in Germany, Japan, and Korea? I rest my case.
