Here's his plan from his own web site. No specific proposal, just a pledge to "work with Congress" and listen to ideas. I can't believe Americans didn't get excited over that plan.

President Bush has pledged to work with Congress to find the most effective combination of reforms. He will listen to any good idea that does not include raising payroll taxes.

Fixing Social Security permanently requires a candid review of the options.
Over the years, many people from both parties have offered suggestions such as limiting benefits for wealthy retirees, indexing benefits to prices, instead of wages; increasing the retirement age; or changing the benefit formula to create disincentives for early retirement. All of these options are on the table.

Just maybe Congress is doing what people want. To leave social security alone and it's Bush who is not listening to the people! Bush is trying to wiggle out of paying for SS and "the people" want the gov to leave the program alone and stop spending social security funds on other stuff. It's the politicians who have spent all the surplus SS funds the last 30-40 years that was supposed to fund the baby boomers, remember?? Now another low life politician wants to change the whole system to get out of having to make up the stolen funds. Government Enron? There is nothing noble in Bush's actions. He just wants to burn the staggering trillion(s) of dollars in IOU's to Social Security.
