This probably reflects some creative legal interpretations by the courts to allow the state Constitution to be ignored.
Actually, it's creativity on the part of the legislature. They purposely left out any punitive provisions for missing the deadline, giving the courts no teeth to bite with (the courts can only impose the punishment provided by law). Given that legislators pass laws, something like this is quite predictable.

Even poor medical care in Mexico might be preferable to no medical care in the US. Another tool to fight / promote illegal immigration.
An excellent idea, but the Dems will raise H*** about that too.
