Ish is a corn farmer who wants more government welfare. There are efficient ways to make ethanol, but corn isn't one of them. Ish just pushes his agenda, and probably knows better, not that he'd admit it.

"Welfare-king farmers dump subsidized corn and sugar beets on the Mexican market and Mexican farmers go broke trying to fight our socialistic subsidies."

washingtonpost.com

"In the case of corn based ethanol, the best estimate I've seen is that for every one unit of energy you get from the ethanol, it takes 0.8 units to produce, which isn't very efficient. But other forms of ethanol are much more efficient, and are worth doing. A lot of work has been done on this, by the way."
