You are talking about how to deal with the terrorists after their capture. I am referring to how they are tracked down and captured.

The Russians fought against a separatist group concentrated in a region. Al Qaeda does not resemble that. Fighting the Al Qaeda involves capturing their members through the collective efforts of international spy agencies. That is the law and order situation that we talk about.

9/11 was caused by the lax nature of Bush in the days leading upto that strike. If Bush was vigilant, 9/11 would not have happened. That vigilance can pre empt such attacks is proved by the thwarting of the millenium bomb plot.

Some group in Iraq has captured 2 US soldiers.

Now, if the group felt the 2 soldiers knew about a future US attack on a particular town or village, can it torture the 2 soldiers?

According to Dumbya, Rummy, Cheney et al, the group can.
