9/11 was caused by the lax nature of Bush in the days leading upto that strike. If Bush was vigilant, 9/11 would not have happened

We know that the plotting for 9/11 began in 1996 and was well advanced by the time Bush took office. Makes just as much sense to blame the 'wall' that kept the CIA and FBI from talking to each other, or to blame Clinton for passing on his chance to get OBL in 1998.
