After the group stage they need fewer referees, so only those judged to have been the best will stay on. I think FIFA has various points they watch - fewest wrong or missed decisions, most right decisions, most flowing game, most effective but least obvious control - those kind of criteria.

So the WC should be contested by the best teams, and administered by the best ref :)
