Huh? The inspectors were working on the assumption that there was something to find, and had lists of tons of WMD stocks that were unaccounted for. Of course, expecting the inspectors to FIND it when Saddam was not cooperating was another matter. Inspectors are not police inspectors.

No, no, if they believed Saddam had already complied, then they should have argued their evidence, pulled out the inspectors as having already done their job, and proposed dropping the sanctions.
