In order to reconcile the discrepancy in views, you must demonstrate how selector intelligence and selectee intelligence translate to intelligent evolution, and how that aligns the view points.

If intelligent evolution is bound by the relationship of the separate intelligent entities (Selector/Selectee) then what is intelligent evolution's function, and how does it function?

If it is transcendental, then you are suggesting an umbrella of super-ordinate intelligence that is pervasive in both selector and selectee without necessarily emerging wholly from one or the other, while being wholly involved with each, right?

there is really little restriction on what (theoretical) systems WOULDN'T be open to a "selectionist" approach as Darwin is often defined.

That is true.
The requirements for evolution are quite limited.
1) some form of reproduction.
2) some variation in the reproduction.
3) a selection.

Many things other than lifeforms evolve.
The evolution of lifeforms on this planet is particularly simple compared to the evolution of language or something. This is because there is only one path from parents to children, while other information systems have quite complex inheritence.
