If Schmue can develop innovative architecture which is more adaptive for living in the path of Hurricanes than our currently available structures, we could probably agree that Schmue is intelligent.

If Schmue can also climb a rock face using a complex rock climbing strategy and have lunch while sitting on a boulder at the top (his goal), is the boulder intelligent or is the boulder dumb as a rock?

I suspect the analogy to the process of a football game being intelligent is incomplete in more ways than one. I don't see how you have made any better argument for the football game and intelligence, than I made for the intelligence of the boulder.

That's the wrong question.
The right question is "Do they have a purpose?".

Without the answer to the right question, the answer to the other is indeterminate.
