"If you can find a nearby pow wow, there will be plenty of people that are eager to tell you of their history."

I have a book called "Bag of Bones" that may be the one you are thinking of. It was written by someone who was the last one to be trained as their historian (there is a different name for historian), but the tribe disbanded before his time to serve.

"Money can cause problems in any society."

No doubt about this.

"but some of the tactics for one faction to get the money instead of another, is causing some trouble and ultimately will have to be controlled by the tribal council with all tribe members having a vote"

This is what happened here. But the faction kicked out had actually been leadership in the tribe and to prove they belonged they actually (and sadly) had their grandmother exhumed and tested for dna match. 99+% positive from two leading and independent labs. But they put the vote to the general tribe, all who would benefit to the tune of an add'l $1,000 per month. It was really, really sad. To be kicked out of your family for any reason would be tramatic, to have it happen for money would make one balistic.

That said, the Native Americans I have met have been great (and interesting) people. I hope to spend more time with the guy I recently met. But the current leadership of the wintu tribe has been corrupted by money (or some other personal grudge) which has lead them to kick out a quarter of their tribe. One of the sadder situations I have come across.
