Elroy, you can't set a nuke off ANYWHERE without it being detected and identified.

Of course, but why do you think if NK has a functional nuclear weapon they would not want to be clearly identified as such? You think if they test the weapon (that it seems the West believes they have) that what - they then will not get offered an incentive package to give up their nuclear program or something?

I would expect that if they have a functional nuclear weapon they would test it, and say "there, we are in the nuclear club, end of story".
