I don't know about Bush, but I certainly think you can't read. That article said NOTHING about "irrespective of the situation"; on the contrary, the level of drawdown is yet to be determined.

However, the NYT probably decided to make a big thing of obvious planning (that was a classified briefing btw) in order to suggest that Bush is planning to pull out - contrary to what Bush says, to what Bush's actions say (he NEVER would have gone to Iraq if he'd been planning to pull out; a President doesn't associate himself with running away), and to what the Iraqi government wants.
