You are right. Every new government department should have a sunset written into its original creating budget. The maximum life a=of any department should be 50 years. When its mandate expires, no more than 1/2 of its mandate should be allowed to be transferred to any other department. Any transfer of duties in anticipation of termination should be included in a look back for the end of mandate.

A Term Limit Amendment could be part of a solution. The longer people stay in Washington the more remote they become from their constituents.

Mil-Spec is a tough standard. Many times the military specifies Mil-Spec so they can deal with a single source. The engineers and procurement people don't want to run out to Wal-Mart for their toilet seats and hammers. It ends up costing taxpayers dearly because of their laziness.

The whole concept of foreign aid is silly. Why should we have to bribe governments to be our friends? If we have a business relationship the government one will fall in line enough that it will rarely impede with business.
