randy i think i acknowledge bush adm problems what i think was missed was congress didn't get behind the third rail soc security. it has nothing to do with bush communication it has everything with congress not wanting to address a serious a problem that may hurt them in the next election. democrats and republicans see it as a no win situation. but we cannot expect congress to take action and maybe hurt their safe position in the congress , can we?
