I wouldn't think it would be hard to get lawmakers interested in such a thing.

The problem in getting anyone interested is that any public discussion of safety risks related to seatbelts compromises the "buckle up" program, which must sound absolute and authoritative to have credence with the general public. No one, including me, wants to discourage people from using seat belts. I use my seat belt, as modified, and would like to see everyone do so. What I want is for reasonable accommodations in law and regulation to protect the safety of body-structure minorities to be part of the program, not relegated to some back alley grey market.
