At the volumes that Qualcomm is running, they are at about as low as the industry can be for wafers sales. There is no difference between the basic chip price between CDMA and GSM if the die sizes are equal.

GSM chips are less costly because the amount of circuits are about 50% less complex. But the Radio part of most cellphone chips today is only about 25% of the total chip area.

If the CDMA and GSM people were to go after a die size war on a VERY cimple chipset, where there is little more than a simple text display and keyboard interface, the GSM would probably win in price, but at that die size and component count, the differnce in BOM can only be less than a few dollars. Probably both are in the sub $25 range.
