ummm...to the untrained eye you are right....however that oilwell is drilled into a reservoir and that reservoir needs to be managed with the same expertise that is required of a mine. Reservoir management is a big deal these days .... lots of money being spent in this area.....

I would say no right wing presidents/dictators know how to run a gold mine either. One in particular comes to mind.Running a gold mine successfully may not know color or philosophical barriers.
