When you have a Cabinet member splitting Europe into "old" (i.e. bad losers who oppose us) and "new" (the new independent states who jumped on the bandwagon for a little while) and much of Congress (run by Bush's party) slamming the French and others, the picture that emerges to the international audience is pretty clear. I don't remember any official statements that contradicted that impression at the time. Ergo, tacit endorsement and approval in the eyes of the rest of the world.
