Water shortages are caused by people taking more out of the ground than the aquifers can replace.

They wouldn't be taking the water out at the rate they are if water weren't cheap/subsidized.

I'm not saying that you can never have water shortages when you have no subsidies and a freely floating water price, but subsidized or controlled water prices are the main reason for large scale water shortages.
