I'm not questioning your differentiation between the two concepts but I'm confused about why you introduced "to each according to his means" into the discussion.

JimS, "To each according to his need, and from each according to his means" is a quote from Karl Marx. I really don't like to hear the Chairman of the House Ways and Means Committee quoting Karl Marx. Perhaps you think that the US Congress doesn't follow enough Marxism?
