Nothing has happened there. Yet. There is a potential for a huge crisis, but it is still nascent and releasing from the reserves won't make a difference to the crisis.

It does make a difference politically. And it just so happens we are entering an election cycle.

The reserves were initially established to help in the case of something like the oil embargo or something worse. The proposed draw down in 2000 would have been a good use of the reserve, it would have tempered a run up in prices due to strictly psychological reasons. So it made better sense then than now. Now it would be better to hang on to it because it is likely to be needed in the near future.
