I agree with Lane3's assessment, that the government of Lebanon does not wish to foster Hezbollah but is not strong enough to stop them. There may be an unlimited supply of Hezbollah sympathizers but there is not an unlimited supply of well-trained, competent Hezbollah leaders.

They have to suck up violence committed against them and use all their creativity to find a peaceful solution before things really get out of hand.

Can't win that way, either. I agree with CB. So, faced with that, what do you do? Maybe a bit of each.
