IMO there is a difference between saying that the crisis results from efforts of extremist forces to destabilize the region (G8), and saying that full responsibility for the escalating crisis rests with the kidnappers of the Israeli soldiers, which is what Harper said. Clearly Israel shared responsibility for the escalation by punishing all of Lebanon with overwhelming military aggression for the actions of Hezbollah militants, and although the G8 called for restraint on the part of Israel, I don't remember Harper saying this. While civilians were being killed and critical infrastructure blown apart, Harper was effectively absolving Israel from blame, at least that is the impression one might get from his personal statement. Putin and Chiraq obviously have other opinions about whether Israel bears blame in its motives.
