Any minority group, say "moderate western leaning Muslims" has a problem when trying to rule a majority who are of a different mindset. Pretty simple.

Well, in the case of Afghanistan, it's history has primarily been one of tribal/ethnic conflict.

More recently in the past century, it was Tajiks versus Pashtuns, as I understand it from one of my Afghani friends, who's was both Tajik and Pashtun.
