Yes the aims are not very precisely defined but that isn't too unusual with wars.

Victory would be a substantial reduction in the willingness and ability of Islamofacist terrorists to harm us. Victory can not realistically be achieved purely in military terms, but military force can be used to remove substantial obstacles to achieving the overall objective, or against any concentration of terrorist forces or infrastructure.

But that isn't a very precise definition. This war, while in many ways much smaller than something like World War II, or Korea, or most of the mid sized or larger conventional wars that we have fought, is also more complex. The enemy is harder to pin down than even a normal guerrilla force. Also some steps that might be useful, or even necessary to reduce or counteract one threat, might encourage or inspire other threats.

I don't think there is a simple solution or blueprint for victory, the war will be a complex and often muddled process.
