"To Provide for the Common Defense" as near as I can see, is the real and only requirement for the Federal Government....(see the Preamble to the US Constitution) Laz, there are so many things that must be sorted out....for instance....IF a suitcase nuke blows up in downtown Toronto....and let's say there are maybe 20-25,000 Americans holding DUAL citizenship who are in that area....What exactly is the US responsibility to getting those people out. What if it's a bio weapon that's set off in the same place...Then what should happen? What if the area is quarantined? Then what should be done?
