How do you stop an enemy if you don't know what it is he wants? (And I'm not buying "they hate us for our freedoms".)

They hate us. We're different from them and we're crowding their life style and disrupting their self image. They want to knock us down a peg or two or as many more as they can and see us quake. At the very least they want us out of their faces. That's what they want.

we need to engage in talks with Al Queda

What in the world would you negotiate? I guess you could talk for the sake of talking, but I can't imagine that they would have any demands we could reasonably negotiate. Maybe we could agree to build a wall. I can't think of anything else upon which we could even potentially reach agreement.
