Dan, no doubt about it being an excuse!They predicted an early cape verde season which is the reason for the excuses! Yes those waves were moving off the coast of africa but July is not Cape Verde season as the waters are too cool for tropical systems to develop.
Cape Verde are a group of tropical islands off the west coast of africa.Some of the biggest and most killer storms in history develop just south of those islands starting Aug 1 through Oct 1. Sometimes 1 or 2 may develop early or later but its rare.
Give it 1 more week and you will start to see the action begin.

Hey Dan TS Chris formed all the way off the Cape Verde Islands as a tropical wave and bucked some pretty unfavorable conditions on its long journey.
