The people were organized by custom and tradition. Just because the countries were created and partitioned and called the Mandate of another nation did not erase what was there before

Not in states. They weren't organized in states. There were towns and there were tribes. Some tribes were settled and others were nomadic. No states.

What are you suggesting, all of Arabia should have been declared an Arab reservation?
