That's when the inmates are running the asylum If you've ever been in a mental instittion, the way they keep everybody from acting out is to drug them and/or lock them up and/or put them in handcuffs and/or give them electroshock therapy. There are also guards and hulking big orderlies and social workers and nurses and doctors. Most of the people in mental institutions are heavily drugged, resigned to being there and cooperative. Not to mention crazy. (I do commitment hearings and medication hearings on site.)
