I think they are precluded from quarter end to some interval, one week, ten days, two weeks? from the announcement, regardless of the previously announced buy-back program. You can imagine that there would be tremendous potential for abuse if companies could buy stock within certain windows, which is why they and insiders have limited periods in which to make trades.
