Note that Israel controls water and all transportation access rights to and from Gaza. It is like a big prison camp. The Israelis were so charitous when they left that they went to great trouble to destroy everything they had built rather than let it be used by any Arab -- obviously their intentions were not to generate the good-will to enable peace. You reap what you sow. They need to be sowing good-will and with time they will be reaping it as well. The Israelis have the luxury of having a powerful government that can co-ordinate its actions. The Arabs are impoverished and divided, with some elements very radicalized.
