Because Hizbullah, as part of its government, has permitted its military wing to involve the entire country of Lebanon in a war with Israel. The Lebanese government is just as responsible for the actions of Hizbullah, is the US government would be is some of those "militia men" on the Mexican border attacked Mexican soldiers/police/citizens on Mexican territory.
