The Lebanese government is just as responsible for the actions of Hizbullah, is the US government would be is some of those "militia men" on the Mexican border attacked Mexican soldiers/police/citizens on Mexican territory.

The US government wouldn't be responsible for the militia's actions if it treated them as criminals (or if they where more numerous an powerful, an armed insurrection). It would be responsible if it helped them or encouraged them. It could reasonably be held to be responsible if it did nothing. If it could do nothing it wouldn't really be responsible, but if the US did nothing, even if it was because it could do nothing, Mexico would be justified in making an armed response.

Lebanon's government is more responsible because Hizbollah is part of the government, but less responsible because maybe they can't stop Hizbollah. But even if they really can't that doesn't take away Israel's legitimate claim to self defense. If Lebanon's could take care of it and started to do so, it would be reasonable for them to demand that Israel let them take care of the problem. But if they won't or even if they want to but can't then Israel has the right to deal with it.

Edit - Some clarification - By control its territory I don't mean total control, for example the fact that the US can't stop illegal immigration doesn't mean that it isn't controling its territory in the sense that I am using the term.

Also Lebanon would have had the right to say "let us take care of it", if they could and started to at the begining. At this point, if they do have the ability to stop Hezbollah they have already indicated they won't by their actions.
