The print-outs are generated after each voter casts his/her vote on screen. The voter should cast this vote in a box. This is the paper backup of what's recorder on the computer.

Granted that the box can still be stuffed by goons. But that is a lot harder than the kind of cheating that one can do in a paperless system.
