I think the lag between the Regular Army and the National Guard has been around for a while. When I got out, the NG's were still using M-1's and M-14's while combat troops were using M-16. The same was true of the armor, artillery and vehicles. I think the lag has been institutionally built in -today's situation only amplifies it. The major difference was that NG's weren't expected to be in combat roles - mostly national disasters, civil disorder etc. Times have changed.
