Is there any chance this is a sign that the EC is not going to investigate? And Nokia knows or strongly suspects it?

Quite possible. The US lawsuits and the ITC claim against Nokia may not be going well, too. The filing of the latest suit is not the kind of action one takes if other suits are going well.

It smacks of forum shopping, something parties typically do when their backs are against a wall or when they perceive disadvantages.

Though this will depress the share price and was dirty pool in that it comes shortly before the preliminary result of the ITC claim by BRCM is announced, I tend to think the suit is a sign that Q is slowly getting an upper hand over Nokia, whose new CEO seems a bit of a loose cannon.
