Without seeing the spreadsheet, it's difficult to understand the problem exactly.

If there is a blank row just above the row you want in that place, just click that blank row on the margin where the rows are numbered 1, 2, 3 etc. This will highlight the whole row. Then you just Right Click/Delete (don't use the delete key, which just deletes the contents) and the entire row will be deleted and everything below it will move up a row. The same principles work for columns.

If there is content in that row/column that you want to preserve, you have to highlight just the cells that you want to eliminate. Then you Right Click Delete. You will be asked how you want the remaining cells moved (up, down, right, left) and be careful you choose correctly.
