Even if they are inaccurate, if they can see and aim at the tanks, but instead kill nearby civilians by accident, that would be collateral damage since they where directly shooting at an identified military target. But if they just lob rockets figuring it will come down somewhere in Israel and maybe kill someone the "collateral damage" argument is much weaker.

I don't know why they would use the rockets against the tank anyway since apparently they do have anti-tank missiles and a lot of RPGs. Maybe none of the missiles were available or they where out of range of both the missiles and the RPGs.
