Not as hard to pull off as you might think.

But its even easier to just wait for Al Qaeda to pull one of it's periodic stunts, and let it suceed. The whole elaborate scheme is unnecessary to achieve the objective. They didn't even need the buidings to come down. all they had to do was let a hijacking get through and Cheney could have claimed it was a reason to attack Saddam.
