You’d be surprised at the cellular penetration rate in a place like Haiti.

Arbitrage: You probably have the answer. That explains the sale limit.

No third world country would hard-wire today.

<<The wholesale sells them to wholesalers in the Caribbean, South America or Africa for $40. >>

If the three men were South Americans, African or Haitian your argument would be stronger.

The fact is they are Muslims and I will assume the disassembled phones are going to the ME.

IED, Incorporated as in BOOM & dead and wounded US Soldiers.

I'm coming around. It could conceivably be that the Walmart $20 phones were simply enough of a bargain that someone was acquiring them for resale overseas. OTOH it could also be that someone was acquiring them for use by a terror cell for communications or use in explosives.

And its possible these guys doing the buying don't even know where they're going or why or what they'll be used for - they could be stooges for someone with money telling them I'll take all of these you guys can get. Whatever, they need to be investigated up down and sideways.

Excellent post. The same Nokia phones sold at WalMart retail for over a hundred euros in Europe.

Take out the chip and replace it with a European one such as TIM. Great business model.
