International law has three major prohibitions relevant to the Qana incident. One forbids deliberate attacks on civilians. Another prohibits hiding forces in civilian areas, thereby turning civilians into "human shields." A third prohibition, the proportionality restriction that Israel is accused of violating, involves a complicated and controversial balancing test.

Geneva Convention Protocol I contains one version of the proportionality test, the International Criminal Court Statute another; neither is universally accepted."


Huh? When did you all start worrying about the Geneva conventions?

"Hezbollah, Iran and Syria have clearly violated international law in this conflict. Moreover, Israel's conduct compares favorably to how its most powerful accusers have behaved when their own interests have been threatened.

I understand that Israel's use of cluster bombs........violates the Geneva Conventions as well. Do you have a clue as to how cluster bombs work? They are more than deadly.

BTW unlike Israel, Hezbollah is not a signatory to the Geneva Conventions and therefore is not required to follow them.......not that that matters. The US IS a signatory but under Bush, we pretty much ignored them.........invalidating their importance in the process........not that that matters to you and Bush. If it works for you all, you'll bring them up and make a big stink like you did in this post to me.
